Accounting

​The Winnipeg School Division’s accounting staff is responsible for performing the following functions:

  • Manages and coordinates the preparation of the Annual June 30 Consolidated Financial Statements of Revenues, Expenses and Accumulated Surplus in compliance with the Public Schools Act.

  • Manages and coordinates the preparation of the Annual March 31 Summary Budgeting and Reporting information to be reported to the Province of Manitoba, resulting in the consolidation of school division financial information into Provincial Financial Statements.

  • Manages and coordinates the preparation of the Annual December 31 Financial Statements for the Pension Fund for Employees Other Than Teachers, The Children’s Heritage Fund and The Margaret Crawford Fund.

  • Provides monthly financial information to the Sinking Fund Committee to assist in the management of Investments for the Division’s three Specific Purpose funds (Pension Fund, Children’s Heritage Fund and Margaret Crawford Fund).

Division Budget

The position of Budget Officer is responsible for the coordination of data received from the schools and various departments and preparation of WSD’s overall budget expenditure and revenue estimate. Other responsibilities carried out by the Budget Officer include:

  • Correlating school budgets, allocating expenditures, maintaining and reviewing expenditure reports to schools;

  • preparing various reports related to budget expenditures (i.e., Manitoba Association of School Trustees annual salary report, employee count records, program cost estimates, etc.)

  • Monitoring expenditure and revenue estimates versus actual expenditure.


 

Internal Audit

The Internal Audit Section is responsible for performing the following functions:

  • Conducting audits of systems and procedures to ensure that the assets of the Division are adequately protected;

  • Procedural audit (every 2 to 3 years) of school records and accounts in these areas (ie. School funds, equipment inventory, September 30th enrolment);

  • Special audits as required (for eg. special audits before a principal retires);

  • Accounting systems and procedures; and

  • June 30th financial statements submitted by each school.
