Secretary-Treasurer’s Department


The Secretary-Treasurer’s Department leads the division's financial and business operations in support of the Superintendent/CEO and Board of Trustees’ priorities. It promotes responsible planning, decision-making, and use of public funds across WSD.
The department includes the following areas:

Accounting

Manages financial reporting, accounts payable, accounts receivable, and the administration of WSD funds.

Budgeting

Leads annual budget development for Winnipeg School Division and its schools, along with financial forecasting and analysis to support planning and decision-making.

Central Print

Provides centralized printing and document delivery services for all schools and division departments.

Children’s Heritage Fund

A registered charity and education endowment fund that provides a way for the public to support WSD schools through donations for student opportunities, school initiatives, and special projects.

Payroll and Staff Benefits

Manages payroll and administers staff health and wellness plans and benefits, including the Pension Fund for Employees Other Than Teachers.

Purchasing

Coordinates the purchasing of supplies, furniture, and equipment for WSD schools and departments. Purchasing advertises and distributes all bids and tenders opportunities for the division through MERX electronic tendering service.

Risk Management

Conducts independent audits and reviews financial and operational risks, internal controls, and processes to strengthen accountability across WSD.
