Nutrition Program


The Nutrition Program provides free meals and snacks to students at every school in Winnipeg School Division. It removes barriers to food access so students can learn, grow, and participate fully at school, in accordance with the provincial Public Schools Act.

Depending on the school, students may have access to breakfast, lunch, and snacks during the school day, at no cost. Families do not need to apply, register, or show proof of financial need to participate.

Foods served through the program follow guidance from the division's nutrition policy, Canada’s Food Guide, and the Manitoba School Nutrition Guidelines. Schools are encouraged to include foods from different cultures that reflect the diversity of their communities.

Nutrition Program in every school

Every school receives funding for nutrition programming, but programs may look different from school to school based on:

  • Student and community needs
  • Kitchen and food preparation facilities
  • Staffing capacity

Schools may offer:

  • Breakfast programs
  • Lunch programs
  • Daily snacks


Food is only available for students during the school day. The Nutrition Program does not support food for after school programs, extracurricular activities, staff, families, and the community.

Schools share Nutrition Program updates with students and families regularly through school newsletters, the school website, and student handbooks.

Students and families are encouraged to contact their school directly with questions and feedback about the Nutrition Program at their school.

Frequently Asked Questions

What does “universal” mean?

A universally accessible program means all students can access meals and snacks free of charge without applications or proof of financial need. This does not mean that students have to participate.

Do all schools offer the program?

Yes. Every school in the WSD receives funding to offer a Nutrition Program. The type of program and frequencies of meals and/or snacks vary by school, as determined by school administration and the WSD Nutrition Team, with consideration for student needs, kitchen facilities, and staff capacity.

Who prepares the food?

Schools that offer meal programs have dedicated food coordinators, while schools that offer snacks only are coordinated by other support staff. All schools have access to centralized program support from the WSD Nutrition Team. All food is prepared and served in accordance with Manitoba Health food safety regulations. The division has publicly tendered contracts with food suppliers. Schools must purchase food only from approved vendors.

What food is offered?

Schools provide foods that align with Canada’s Food Guide and Manitoba School Nutrition Guidelines. Schools are encouraged to include culturally important and locally sourced foods whenever possible.

Does the program support dietary needs and allergies?

The division is committed to supporting schools to do their best to support dietary needs, allergies, and cultural or religious food preferences whenever possible. Schools cannot guarantee access to food items for specific medical conditions. Families should contact their school directly if they have specific requirements or concerns for their children.

When is food available?

Meals and/or snacks are available during regular school hours. The time and location of food service in school is determined by school administration.

How is the Nutrition Program funded?

Winnipeg School Division’s Nutrition Program is funded by the Governments of Manitoba and Canada, as well as grants from not-for-profit organizations like the Child Nutrition Council of Manitoba, the Breakfast Club of Canada, and others. Schools are encouraged to continue to apply for community grants available to them. Food purchased using any funding source follow the same nutrition standards, guidelines, and processes as the WSD Nutrition Program.
