Information to Bidders
Winnipeg School Division purchases goods and services and awards construction contracts in compliance with the Public Schools Act of Manitoba and division policies. Winnipeg School Division tendering policies are available from the WSD web site using the following link: WSD Policy - DJC.pdf
Winnipeg School Division bid opportunities valued at $50,000 or greater are advertised and distributed by MERX – electronic tendering service. Bidders are responsible to regularly check MERX web page for bid opportunities and for relevant addenda.
Bidders and Subcontractors must be COR/SECOR certified. For more information about The Certificate of Recognition Program (COR) and The Small Employer Certificate of Recognition Program (SECOR), please visit The Construction Safety Association of Manitoba (CSAM) at http://www.constructionsafety.ca.
Bidders are encouraged to participate in the High School Apprenticeship Program (HSAP) by interviewing and hiring Winnipeg School Division High School students for part time or full time employment.

What kinds of services and products does WSD issue tenders for?
WSD issues tenders for services and products with a cost of over $50,000 for the following: air filters, alarm monitoring, building maintenance equipment, computers, courier services, custodial cleaning products, door locking hardware, envelopes, elevator service, floor finishing products, furniture, garbage bags, industrial paint, musical instruments, printers, printer cartridges, photocopiers, roof replacements, snow removal, window replacements and others.
How are winning bids selected?
WSD issues and awards tenders in accordance with the Public Schools Act of the Province of Manitoba. Tender awards are based on the best value for WSD and not necessarily the lowest cost. After bids are reviewed by the division’s administration, the results are presented to the Board of School Trustees for approval. All participating companies are advised of the results of the tender.
What requirements must construction contractors satisfy in order to qualify to bid on division work?
Construction Contractors wishing to bid on WSD projects must carry a minimum of $5,000,000.00 Commercial General Liability Insurance coverage and be appropriately qualified to undertake the work in which they intend to bid. Contractors bidding on construction work with a value in excess of $50,000.00 are also required to provide Bid Bonds with their Construction Bid and, if successful, will be required to provide a Performance Bond. If the project has a value in excess of $250,000.00, in addition to providing a Performance Bond, the Contractor will be required to submit a Labour and Material Payment Bond.
How long will it take before I am notified of the contract award results?
All contracts valued at more than $50,000 must be approved by the WSD Board of Trustees at a regular meeting of the Board. Regular meetings of the Board of Trustees generally take place twice per month. Under most circumstances, bidders will be advised of the contract award results within 2 – 4 weeks.
How do I arrange to have the electronic Bid Document construction drawings printed?
If you do not have the capability to print large format construction drawings, you can arrange to have the documents printed at a variety of local print services such as Mondrian Canada Inc. or Laufman Reprographics. Hard copy bid documents are also available from the division by contacting the department representative identified in the Bid Opportunity posting.
